Troubleshooting • vlc wont start

vlc will not start if already streaming:

rpi5 64b, bookworm, wayland, camera 3, fresh install

to start stream
rpicam-vid -t 0 --width 1536 --height 864 --framerate 30 --mode 230410:P --codec libav --libav-format mpegts --libav-audio --inline -o - | cvlc stream:///dev/stdin --sout '#rtp{sdp=rtsp://:10554/wide}'

if streaming is running, vlc will not start. If I start vlc before streaming starts, then vlc works normally. After vlc is started I can then start streaming and vlc continues to work. If I close vlc it will start again.

Not working means nothing happens, no windows open, no errors that I am aware of.
