IIRC one of those resets the SoC, the other resets the PMIC. In both cases it's the equivalent of pulling the power and the OS is not cleanly shutdown.

If you want a clean OS shutdown you need to use the gpio-shutdown overlay and a button on a spare GPIO. Details of the overlay can br found in /boot/overlays/README or /boot/firmware/overlays/README depending on the OS.

While I've not tried it on a CM4, on other Pi models holding the RUN pin low when power is connceted will prevent the system booting until it transitions high. I've no idea what the long term im[act of doing that is though.

I suspect you're going to need more than just a simple button or two to get the functionality you require.
