The README says, 'you need at least version 3.10 of cmake'. Have you checked your version?
CMake 3.16.3
GCC (Raspbian 8.3.0-6+rpi1) 8.3.0

But were you able to get 'ligpiod ver 2.1' installed?
Not sure what versions of 'libgpiod' you're referring to, but if it's 'libgpiod ver 2.1' I still wonder if the Pi04 patch mentioned by 6by9 is having an effect?
Yes, assuming your latest behaviour, 'gpiset doesn't return to command prompt', is with 2.1.

With Pi 5 behaving differently to Pi 4B, different versions of 'libgpiod' all slightly different like a twisty maze of tiny tunnels, Pi 3B stuck on an ancient version, kernel patches which may or may not have been installed, it's getting quite hard to keep up with where we are.

Yes - which makes some stability in 'libgpiod' all the more important!
