Write a program that responds to Alexa. Every time you say a key phrase it should print something. There's probably an example on the web.
Write a program that generates IR codes when something happens, such as pressing a key on the keyboard. There are certainly examples for this on the web.
Now put the two together.
There's probably an example for the whole thing on the web. But if not, each part of the problem can be worked on independently. Don't let the big picture be too daunting. Break it down into smaller parts. Go!
