Great news! I think this solution needs to be kept somewhere for further reference.
So does this mean that, without POWER_OFF_ON_HALT=1, doing a shutdown but not pulling the plug, it keeps drawing so much current that any Active Cooler will become too hot to touch ?

If so, as well as this solution being kept, I think there should be a more explicit warning of that behaviour.

I was well aware that a Pi after shutdown will usually draw some current, but I never expected it to be so much that it keeps an Active Cooler too hot to touch.
You can not touch with your thumbs on cooler when rpi is off. It was too hot. This was too much.
I think the reason this heating is seldom reported comes from there being two types of Pi owners:
  • Those who never turn them off.
  • Those who never plug them in.
I'm glad you got the problem sorted and surprised power off on halt isn't the default setting.
