Beginners • Can I specify which usb drive I want my pi to boot from?

I have a raspberry pi with two usb hard drives - one is an ssd boot drive and the other is a data drive. It fails to find the boot drive on occasion when I reboot.

Is there a way to specify which drive is the boot drive?
