Those USB 3 things that only work at USB 2 are what I call USB 2.5. The USB 3 standard is sloppy and made the most important parts of USB 3 optional. Usually switching off UASP makes them work. If that does not work, throw out the adaptor and buy a USB 3.1 version as the USB 3.1 standard requires USB 3 hardware to support USB 3.
Windows is full of work arounds to hide the errors. The SATA hardware is often not much faster than USB 2.
