One potential problem would be if you connect your 3V3 supply to VSYS without using an inline diode to prevent reverse current and also had your Pico connected via USB.I connect 3.3 Vdc to pin 39 VSYS of the pico.
Could you tell me if you see any problems with this assembly?
As suggested; you need to explain in more detail what you have, how it's wired, how it fails.
