The host OS will not matter, neiter the image to be flashed does.
Why do you need to use the USB hub for this? Aeverything related to the host can be done via SSH. Connect the CM4IO directly to the zero (after the message 'waiting for BCMxx').
The process for flashing is described. By updating the EEPROM you've proven that you're able to access the CM4 on the attached CM4IO, something your Windows PC wasn't able to.
