I had the exact same problem.
Was ransacking for two days my head, the Internet, using a second SD, then a third.
The miserable fact is that you DO GET some prompt (initramfs) and so, of course, that is proof that the SD cards and the slot are fine. And the you look into all manner of OS problems - the hardware works, after all (is what you think).
That this was wrong, and why so, I wouldn’t have figured out in days.

I actually would move to make this thread prominent. The root of the problem is so weird, and hidden, that I think prominence would be warranted.
