Eh? It's slightly out of focus, but even with my bad eyes I can see "5V 3A, 9V 2.22A, 12.0V 1.57A and it has two USB type C sockets.I can't read the scribbling on that adapter....but, that looks like it uses loose cables...I think that in itself suggest that the adapter is probably not PD enabled.
I'd say it was very likely to be PD capable.
