The OS contains drivers for the hardware when they are available. So when OS is booted those drivers initialize hardware for further use.
There is a distinct difference between PC as a 'Plug and play' platform and ARM (processor architecture of the SBC you mentioned) as later use Device Tree concept which requires a bit different approach to the hardware.
