I can improve the pixel aspect ratio by dropping the horizontal resolution to 560. I've seen conflicting specs about the total vertical blanking interval but since your TV appears to show the top edge of the picture, I propose to increase the active lines to 380. So the final image size might be 560x380, unless you prefer otherwise.
Can I ask you a question about 819-line? Setting aside differences of bandwidth and modulation, do French TVs accept the Belgian variant? (It's obviously easier to support one of the two, and the Belgian one has a more conventional vsync.)
