I am attempting the same combination, but I have two different nvme HAT's and both return the same issue.
I have the 6 port NVME ASM1166 based SATA card.
I am yet to get mine working also.
On both HATS, the issue remains.
I did have to force full power mode in bios, as initially, even despite the use of an official supply, and also added additional 5v power direct to the HAT as well - as it has an external connector for it.
Some discussions I have had on this issue this suggest two possibilities:
Drivers are needed
A single PCIE lane may not be enough.
I am yet to determine what is required to force this card to use a single lane, and it's a touch above my pay grade to be honest, but when I do, I will be making a youtube video on the build.
I'm not looking for light speed disk access, just an upgrade from my current NAS/Data trashcan, that has usb external HDD's in it.
My other thoughts were to use a standard PCIE slot HAT/adaptor, use a single SATA port card, and use an off-board SATA multiplexer...
Electrically a very similar solution, but not nearly as compact.
