It is a straight forward Pi 3B+ with PoE+ HAT. Nothing else. I've tried it on two PoE switches too - one managed and one non-managed.
I've installed Raspberry Pi OS (presumably, the latest version - I did it yesterday from my Imager app on my Mac, which was downloaded a couple of days ago). Only annoyance is that it defaulted to the 32 bit version, rather than the 64 bit - it's too far configured and working OK as a web server now to start again.
I've got a few EDID managers kicking around, and quite a few HDMI cables - one of the advantages of being an AV Design and Support Engineer.
When the Pi if powered up (via PoE), and I unplug the HDMI cable, it then turns off! It's as if there is a connection that needs to be made.
