This is my sixth four-layer design with MCUs, the second with RP2040, others were with W5500, STM32, AVR4809, LAN9252 (Ethercat ASIC). All with crystals below 25 MHz. Some crystals in PTH that have a lower CL value, others in SMD. They all worked very well.
This is the first time I've had this headache. Nothing serious actually. Just remove the capacitors and the project works. For example, see the prototype and final PCB below.
There is nothing that of an extravagant difference. I'm a software engineer and although I have a good background as an electronics technician, I always seek information from professionals, for example, Zack Peterson from Altium Academy and Robert Feranec from Fedevel Academy. They always interview industry professionals who give excellent PCB building tips. I followed many of their tips and researched several other sources. All they say in commom is that it may work, it may not. Go to the formulas, calculate, test, adjust.
