4B and earlier limit total current available to USB devices to 1.2A. You'll almost certainly need a self powered USB hub or self powered enclosure to run two drives.
The Pi5 ups that to 1.6A if you're using the official 27W PSU. That might stretch to two drives but it would depend on the drives. It cuts it to 600mA if you're not though.
