I guess if it is working as documented then it is a 'feature' not a 'bug'?

The corresponding description in man sort is far clearer and seems to shed light on the reported behaviour -
Presumably Mike's prior experience has been with versions older than 2.28?
I'd say it fails the Principle Of Least Surprise. But it's a 'linux' thing, not directly the responsibility of Raspberry Pi or Debian.
