W25QxxxJV is the common part most of us are using (notably the Pico itself).
Just to point out the obvious, of the two part numbers you quote, the 'non-working' is the smaller size (2Mbyte vs 4Mbyte), so I hope your application fits....
How are you uploading the images? Via USB bootloader? If so, can you use Picotool to suck the image back out of there and see if you actually succeeded in programming it.
