Troubleshooting • Can anyone suggest why my Pi is running slow?

I am looking at a CM3+. It seemed a bit sluggish, so I investigated.

I see the following values:

vcgencmd get_config arm_freq
arm_freq=1200
vcgencmd measure_clock arm
frequency(48)=600000000
vcgencmd measure_temp
temp=48.3'C
vcgencmd get_throttled
throttled=0x0

So any thoughts about why it's running at half-speed? And/or how I stop it doing so?
