I feel more like a situation of a bastard-child and a rapist. Mother does not want it, that child in her home.Uninstalling or disabling cloud-init is throwing out the baby with the bathwater.
If you have to start still 'burning' an image and 'headless' (not able to operate Linux or is that without a monitor connected or no eyes that can see), it seems to become a chicken-egg situation. So a good way to push that new imager to new users. RPL needs testers, so no surprise.
However OP is already logged-in ans knows UNIX/Linux way longer than the Pi exists. Same for myself, I just use Linux on ARM64 computer to configure a downloaded image (as container or VM). It was only for test, curious, not for a real Pi. The real ones can just be upgraded in-place, nothing to do with 'images' where this forum seems to be about more and more.
