My RPI4 8GB have solid red & green led.. with hdmi port connected to TV and no SD Card, nothing being displayed.
So i did basic hardware test, and i am confident this is hardware issue :

I measured mine, TP11 is 5.13V.. i bet it is PMIC fault, where it outputs 5V into 3V3 rail..
**i dont think it it caused by shorted 5V line into 3V3, since 5V test point (TP1, TP2,TP3) is measured at 5.24V
