Maybe uninstall TigerVNC client and use RealVNC viewer on the Win 11 PC. I use it on my Win 11 laptop to connect to various Pi5 systems - all fine.
Pi5 systems are ethernet on the same LAN, and have router dhcp reservations close together. Win 11 laptop on WiFi.
