However, I am unable to write to that folder (/var/www/html) and is view only since I assume it is outside of the user folder.
By default, /var/www/html/ contains only an example index.html file. If you choose to store your web content there, then you can and should change the ownership or permissions so that the users who are responsible for editing the content have write access to it. Alternatively, you can make your own directory elsewhere, such as somewhere under /home/, and point your web service at that.

Maintaining web content is not a system administration task, and it should be done without resorting to root.

It is important, however, that your web files are not writable by everyone. In particular, the user www-data exists for privilege separation of the daemon, to limit the damage that can be done in the event of an exploit. This user must have read, but should not have write access, to the files it is serving.
