That's exactly it. It's the silicon lottery, as they say.You got a good chip. Now buy 10000000 more. Tell me how many work? At 50 MHz the number is likely 90-99 percent of them will. Above that maybe 75, 50, 25, etc. percent?
This is the exact reason why some chips will over clock to a phenomenal rate and why others don't go close.
In fact, Intel used to use this to their advantage back in the day (probably still do). If a chip failed at 200 MHz but all the tests passed at 166 MHz, it was then stamped as a Pentium 166, etc...
