Why do you need 2 separate storage devices where 1 is only 1/4 of the capacity of the other?
FYI, my 'Samsung SSD 970 EVO Plus 500GB' lists 7.80W when in full operation (nvme-cli tools). If I would connect in not directly in M.2 slot but via some USB3 adaptor, it might be that the total in a USB3 is more than that 1.6A. So clear that something extra would need a externally powered hub. IMHO it is wasting money and effort on interfaces,cables etc. Pi5 is not a laptop or so with high current local LiPo batteries and USB-PB that can go 20V so 65W.
