Jellyfin do not recommend* the RaspberryPi's as a base for Jellyfin, they don't even recommend the Pi5. This is mainly as they cannot cope with transcoding. As a general server they work reasonable.
BUT not sure on the 3A+ and its 512MB. I used to ru it on a Pi3B+ and it was always hot and throttling, the 4B is better.

You only need to follow the Jellyfin instructions, not some old random ones.

Which should be just
curl https://repo.jellyfin.org/install-debuntu.sh | sudo bash
let it do its stuff, worth a reboot for good measure.
then
sudo apt update
sudo apt install jellyfin

I can confirm transcoding is especially poor on a Pi4 and a Pi5 (My Pi5 is a bullseye install, with kernel 6.6, which will mean nothing to you yet but was the easiest way to move from a working Pi4 setup :). General streaming of video and music is fine as long as it can just stream the file.

P.S. Jellyfin started with my young son getting it working on a Pi3 a while back now, he had troubles at the time, and it was setup probably using probably similar tutorials to the one you are using. Things changed and jellyfin made it easier.
