Thanks for the hint. I tracked down where Network Manager was storing the loaded config files for VPN connections and worked out there was an obsolete keyword used in the original .opvn file. I corrected it and now everything is working properly.It works OK for me on Bookworm 64-bit by installing openvpn (2.6.3). Then put the client .ovpn file in the relevant place and rename it to be a .conf file. On reboot, the openvpn service uses that .conf file to connect to my OpenVPN server (another Pi).
I don't install or use any other packages.
